Strategic Planning

C&PA offers a variety of Strategic Planning services that helps community identify need and direct resources to address those needs over the next five to ten years.  C&PA works with communities to ensure the strategies help create local solutions that are viable and sustainable.

Homeless and Public Service Analysis and Reporting

Experts in homelessness and public services, including the integration of Emergency Solutions Grant (ESG) funding, HMIS, and other reporting systems, C&PA can help communities identify gaps in service and work to find create solutions to help communities combat homelessness.

Consolidated Plans and Annual Action Plans

With close to a decade of experience preparing Consolidated Plan and Annual Action Plans, C&PA staff uses the most accurate data available, to integrate with each agency’s policy standards to create Consolidated Plans and Annual Action Plans that systematically and thoroughly address community needs with available federal resources including Community Development Block Grant (CDBG) funds, HOME Investment Partnership (HOME) funds, Emergency Solutions Grant (ESG) funds, and Housing Opportunities for Persons with AIDS (HOPWA) funds.

CDBG and HOME Program Support

With detailed knowledge of CDBG and HOME Programs, C&PA staff can help your community set-up or revamp new community programs.  We can assist with the required reporting and making sure that your new program will pass HUD scrutiny, as well as utilize funding efficiently.

Community Analysis and Needs Assessments

Every community has needs to be addressed.  C&PA can help identify and quantify those needs, as well as work with your community to create solutions.  C&PA provides the data analysis and policy expertise needed to help your community successfully meets its goals.

Fair Housing

Experts in Fair Housing studies, including Analysis of Impediments to Fair Housing Choice, Assessments of Fair Housing, and Fair Housing Equity Plans, C&PA can help your community navigate the evolving fair housing regulations. Through detailed data analysis, community engagement, and measured and impactful goals, C&PA has helped local and state jurisdictions fulfill their requirements of affirmatively furthering fair housing, as well as integrating these goals into larger planning documents, such as Consolidated Plans.
